ownerof PublicActivity activities rather than only trying#userand.....drumroll please:
correctly expose the linked HCB code on RawPendingStripeTransaction.create activities
(previously they were unlinked because rpst doesn't directly have a
local_hcb_code, it's on the associated cpt)
