This PR finalizes ZPL2PDF 3.1.0 release documentation and adds special thanks to Jacques Caruso (jacques.caruso@exhibitgroup.fr) for sending the 3.1.0 solutions. It also updates release tooling/config/tests as needed.
No Anexos/ artifacts are included.
