The transpiler's fences hold on every path, continued #565

The continuation of #164, which reached GitHub's limit of 100 sub-issues. Same scope: every path the transpiler takes answers as .NET answers, or fails the build where it cannot, measured on both sides by the conformance suite.

New transpiler bugs go here from #564 on.
