• longer introduction, start with welfare and/or deliberation
• no lists in the beginning, maybe a little less detail
• story line: tax is important for welfare and social policy, we know a lot about welfare state attitutdes, but not so much about tax. Tax is key -for redistribution, we know quite little about that.
• do details a little later.

• make clearer what the desiderata are all about. Why is there this section? Explain this in more detail.
• kill the table
• explain just why you need lessons. What is supposed to happen in the forum, what is this all about.
• state clearly: this is not primarily about individual taxes, but about the greater abstractions, and which systems and criteria they prefer.
• reintroduce the history of tax and how this is confused.
• there are some architectural features of democracy, so the elites hide it.
• what if the conspiracy theory was correct? what would we do then, what would we expect to find then?
• research design must be longer
