Look at 3.7 of the document - Who's notifying/sending out decision / requests

if malleable application - either RT or application. Discussing table 1.1 in a thesis from one of Tony Skjellum's students. evolving case - app is supposedly in charge. Discuss fault warning - its coercive. Warning is some hybrid in between. Can be cooperative or coercive.
